Both, depends on the design, some of my designs are vector illys from artist that I comission for work, and some are right in Illy..
I am not good at inking designs, so usually start in illustrator, then move to photoshop for coloring, treatments and such..

Yes i quite like this… had to get my head around the colours, but the image certainly drew me in. The more i look at it the more i like.
